Professor Heather E. Hudson is Affiliate Professor and former Director of the Institute of Social and Economic Research (ISER), University of Alaska Anchorage and was Professor and founding Director of the Telecommunications Management and Policy Program at the University of San Francisco. Her research focuses on applications of information and communication technologies for socio-economic development, regulatory issues, and policies and strategies to extend affordable access to communications, particularly in rural, indigenous and developing regions.
Professor Hudson has planned and evaluated communication projects in the Arctic and subArctic and in more than 50 developing countries and emerging economies in the Pacific, Asia, Africa, Latin America, the Caribbean, and the Middle East. She has consulted for international organizations including the World Bank, the International Telecommunication Union (ITU), the OECD, the International Development Research Centre (IDRC), the Commonwealth of Learning (COL), USAID, UNDP, and UNESCO as well as for government agencies, the private sector, and consumer and indigenous organizations. She has also testified on communications policy issues for the U.S. Congress, the U.S. Federal Communications Commission (FCC), and the Canadian Radio-Television and Telecommunications Commission (CRTC). She is the author of numerous articles and several books, most recently Connecting Alaskans: Telecommunications in Alaska from Telegraph to Broadband (University of Alaska Press).
Professor Hudson is a CITI Fellow at Columbia University and a Sproul Fellow at the University of California, Berkeley, and has held a Fulbright Research Chair in Canada and Fulbright Distinguished Lectureship in the Asia/Pacific. She is a Board Member of Farm Radio International and the Global Telecommunications Women’s Network (GTWN). She is also a member of the FirstNet Public Safety Advisory Committee, the Advisory Council of the Pacific Telecommunications Council, and the University of Hawaii’s ICTD Advisory Board.
